'Candy game'
The legal representative, prosecuting, detailed the criminal behavior to the judicial body.
She explained his targets were children from difficult backgrounds who were attending a summer program which he ran.
Ruben conducted a "candy game" with the youngsters, the prosecutor explained, in which he would enter the children's bedrooms when they were getting ready for bed and ask them to eat sweets "rapidly".
She informed the proceedings Ruben had conducted this practice with the young males "over an extended period", and minors had previously fallen ill the following morning.
She stated Ruben had been able to explain this over a long period as the children being "overstimulated by activities", until his stepchild had worries in recently.
The prosecutor continued: "In the summer" his stepson had suspicions about the situation, justifiably.
"They chose" to examine in the defendant's belongings."
The prosecutor explained materials including baby oil, ointment and syringes were found, and his family member contacted the police about his suspicions.
She explained the defendant proceeded to conduct the "treat game" with six children that night - July 26th - and they were all sick the following morning.
"The police had not arrived by that point," she continued.
The oversight body, the police conduct office, earlier informed that it was reviewing the police response of the events.
The prosecutor stated the children were struggling to walk due to their sickness, so Ruben's stepson contacted the police again.
She explained Ruben then played the "sweet game" in a room of five youngsters.
